What guideline value actually is

Guideline value — sometimes called guidance value or circle rate elsewhere — is the Tamil Nadu government's reference price for land and property, set street by street and last revised on 1 July 2024. It is not a valuation of your flat and it is not what a buyer will pay. Its single job is to set the floor for stamp duty and registration: the state charges duty on whichever is higher, the value written in your sale deed or the guideline value for that street. Because it's set at street level, two flats a few roads apart can carry very different registration floors.

Why it decides your real cost

Tamil Nadu levies about 11% in stamp duty and registration — 7% duty plus 4% registration — on that higher figure. So if the guideline value on your street sits above the price you negotiated, you still pay duty on the guideline value, not your lower deed price. Checking it before you agree a price is how you avoid a registration-day surprise; the figure is published on the state registration department's portal, searchable by street or survey number. Do not use guideline value as your asking price if you're selling — it routinely sits below true market value and will leave money on the table.
